Wetland delineation: what it is and when land needs one

A wetland delineation is fieldwork that marks the boundary of wetlands on a specific property. It replaces a map's estimate with a line a regulator will accept.

What a delineation is

A qualified wetland scientist walks the property and identifies wetlands by three things: the plants that grow there, the soil, and signs of water at or near the surface. The scientist flags the boundary on the ground, a surveyor locates the flags, and the result is a map of where wetlands are and how many acres they cover.

Why the public map is not enough

Federal wetland maps are drawn mostly from aerial imagery, and much of that imagery is old. They miss wetlands under tree cover, they show wetlands that have since changed, and their lines are approximate. They are a good warning and a poor measurement.

We use them for what they are: a first read on whether wetlands are likely and roughly where. See gross acres are not usable acres.

When land needs one

  • Before designing a site plan on land where the maps, the soils, or the terrain suggest wetlands.
  • Before a buyer relies on a usable-acreage figure.
  • Before applying for permits that involve filling or crossing wet areas.
  • When a lender or buyer asks for it.

The regulatory step

A delineation is the scientist’s finding. Whether the mapped areas fall under federal or state rules is a decision by the agencies, which review the delineation and issue a determination. Rules on which waters are regulated have changed more than once, so a recent determination matters more than an old one.

What it changes for a site

  • Usable acreage becomes a fact. A tract advertised by its gross acres is priced on a guess until the wet acres are measured.
  • Layout follows the line. Roads, pads, and utilities are placed to avoid or minimize crossings.
  • Permits and mitigation. Impacts to regulated wetlands can require permits and offsetting mitigation, which add cost and time.

How long is a delineation valid?

Agency determinations are issued for a set period. Ask the consultant what applies to yours, because rules and site conditions both change.

Do mapped wetlands mean I cannot build?

No. They mean the question needs fieldwork. Many sites are designed around wetlands, and some impacts can be permitted.
