# Topographic survey: what it shows and when you need one

A topographic survey measures the shape of the ground and the features on it: contours, spot elevations, buildings, pavement, and drainage. You need one before an engineer designs grading, roads, or drainage. Free lidar data previews the terrain, but it does not replace a sealed survey.

## What a topographic survey is

A topographic survey is a survey that measures the shape of the ground and locates the features on it. North Carolina's [mapping rule](http://reports.oah.state.nc.us/ncac/title%2021%20-%20occupational%20licensing%20boards%20and%20commissions/chapter%2056%20-%20engineers%20and%20surveyors/21%20ncac%2056%20.1606.pdf) defines it by its purpose: to find the relief of the earth and the location of natural or artificial objects on it.

The same rule separates it from a planimetric map. A planimetric map shows where features sit, but it leaves out the relief. A topographic survey shows both.

## What a topographic survey shows

A topographic survey shows elevation in two forms, contours and spot elevations, plus the features that matter for design.

| Control | Marked points with known position and elevation | The tie that lets an engineer and a grading crew use the same numbers |

The North Carolina rule also sets what the map or report must state. That list includes the date the data was collected, the coordinate system, the control points used, and the contour interval. It also requires a note on obscured areas. Where trees or structures hide the ground, the surveyor must mark the area and warn that no reliance is to be placed on its contours.

The surveyor's certificate names the vertical datum, such as NAVD 88. Two elevation sets on different datums do not match. Check the datum before you compare a survey with a flood map or an older plan.

## How it differs from a boundary survey and an ALTA survey

A topographic survey measures the ground. A boundary survey locates the property lines. An ALTA survey maps title matters on the ground for a lender or title insurer.

The [boundary survey rule](http://reports.oah.state.nc.us/ncac/title%2021%20-%20occupational%20licensing%20boards%20and%20commissions/chapter%2056%20-%20engineers%20and%20surveyors/21%20ncac%2056%20.1603.pdf) defines a boundary survey as one made to establish or retrace a boundary line. A topographic survey alone does not do that. Many projects order the two together as a boundary and topographic survey.

The [ALTA/NSPS standard](https://www.alta.org/policies-and-standards/policy-forms/download.cfm?formID=721&type=pdf) lists vertical relief as an optional Table A item. ## When you need a topographic survey

You need a topographic survey when someone designs changes to the ground. The common cases are these.

- **Grading.** An engineer sets finished grades for building pads, lots, and yards.
- **Roads and driveways.** Street and driveway grades depend on the existing slope.

- **Subdivision design.** [State law](https://www.ncleg.gov/EnactedLegislation/Statutes/HTML/BySection/Chapter_89C/GS_89C-3.html) names the topography, alignment, and grades of streets and incidental drainage as part of a subdivision survey.

## Who performs a topographic survey in North Carolina

A licensed professional land surveyor performs a topographic survey in North Carolina. [The surveying practice definition](https://www.ncleg.gov/EnactedLegislation/Statutes/HTML/BySection/Chapter_89C/GS_89C-3.html) includes finding the contour of the earth's surface and the position of fixed objects on it.

The rule sets five horizontal classes for topographic maps, from Class AA at 0.10 feet to Class D at 16.40 feet. When the contract names no standard, the surveyor must meet Class B, at 3.28 feet. Tell the surveyor what the survey is for, so the class and the contour interval fit the design. The certificate states the class, the datum, and the dates the data was collected and the survey was completed.

## What public elevation data shows

Public elevation data shows the general shape of the land for free. Two programs cover North Carolina.

**The federal program.** The [USGS 3D Elevation Program](https://www.usgs.gov/3d-elevation-program/about-3dep-products-services) distributes lidar point clouds and digital elevation models free of charge and without use restrictions. Its [quality levels](https://www.usgs.gov/3d-elevation-program/topographic-data-quality-levels-qls) define quality level 2 lidar as 10 centimeters of vertical error (RMSEz) or better, at 2 or more points per square meter, with a 1-meter elevation model.

**The state program.** [NC OneMap's elevation page](https://www.nconemap.gov/pages/elevation) serves lidar collected by North Carolina Emergency Management. The page lists a 3-foot elevation model, slope, hillshade, and contours down to a 1-foot interval. It notes that the earlier 2-foot contours came from 10-foot models more than 20 years old.

## Why public data does not replace a sealed survey

Public elevation data does not replace a sealed survey because nobody certifies it for your parcel. The gaps are concrete.

- **Date.** The lidar shows the ground on the day of the flight. Later grading, ponds, and roads are missing.
- **Bare earth only.** An elevation model removes buildings and trees. USGS standard models also contain flattened water surfaces.
- **Derived contours.** Contours drawn from a 3-foot model are a computer product. They are not measured shots on your land.
- **No control.** No marked point on the site ties the data to the grading crew.
- **No features.** Pipes, curbs, walls, and utility structures need a surveyor in the field.
